Can I study when I hold H2-B visa or is it possible to change my status to F-1 visa, while I hold H2-B visa?

If you can support yourself you can quit your job and honestly tell your employer that you wish to study. Better talk to the international college before quiting your job so that they can advice you what to do. Or better yet go back to your home country and get there the F-1 Visa, I think this is the quicker solution.

Changing the status within US will be easier right rather than going to native country and getting F-1 Visa.

I think it depend on the international school especially if they are willing to help you but I read many articles, they are saying that it is much easier and less headache if you do it on your home country but if you are willing to stay maybe you should renew your H2b Visa or talk to your school and ask them the best thing to do.

Foreign students who wishes to take academic studies abroad takes a lot of time also in terms of processing the documents needed. Make sure that the school you have chosen is accepting foreigners.

I believe that there's a restriction in student visa application, that is, "the applicant can only study at the academic institution through which the visa was granted"

Students on F1 visa can transfer from one school to another or switch academic programs by going through a simple procedure to notify USCIS.

When I ask about multiple college, i meant about before getting into college not after admission.

I think it's perfectly ok and fun to apply on several colleges but make sure to check the admissions policy of each of the schools you want to apply to avoid a situation where you're obligated to more than one school to attend.
