Can someone that came here on a k-1 visa from someone else marry me and i make the paper work before her visa expires?

No. I'm afraid that only her sponsor will be able to marry her and finish off the process. The visa is only valid for 90 days anyway, and this may be the reason since reasonably, it is unlikely that the original relationship could fail, someone new (and genuine) be met, fallen in love with, and a marriage set up in so short a time. She'll need to return home and get a new K1.

I hope you can PLEASE help me with this it is somewhat an emergency, i have know this person for two years and had a hard time getting my passport to get her, she now finds herself in an abusive, confrontational. she is stuck and her visa is about to expire and she feels she has no choice but to marry. I want to give her an option we both do love each other for the last 2 years, SOMEBODY PLEASE HELP WITH MY QUESTION. This is my first time here to this site. PLEASE HELP

If i marry her anyways i can pay what ever fines there are and make the paperwork now, is there some work around to use?

Unfortunately it's not that simple. You see the USCIS has measures in place that are designed to detect fraud marriages. I'm not saying that your marriage-or her need-is not real. But that the USCIS is unlikely to swallow this.
Can she go to a shelter to get away? Why can she not return to her home country and come back to you in a few months?

Please calm down and understand that you only need to post once and wait for an answer. Posting multiple posts in a row is bad etiquette. Calm down, we'll do what we can do advise.
On the fines-no you cannot. They are (for fraudulent marriage) currently a quarter of a million dollars and they carry a prison sentence too so this is not the way to go about it. Stay with me and answer any questions we ask and we'll see if there is any advise we can give.

You cannot make it right. You can marry her sure, but you cannot sponsor her for adjustment of status on the basis of her current K1 visa and once it expires then she will be here illegally. The only legal way to make it right is for her to go back home, then come back to you. I'm so sorry.
Edited to add; what is her country of origin? Some places have a harder time than others. I just don't know any way to legally do this.
