We are starting the process of reuniting the family. Who can a green card holder sponsor for immigration, and what is the waiting time like?

Legal permanent residents are more limited than citizens in who they can sponsor. They can only sponsor a spouse, or their sons or daughters, so long as those children are not married.

The waiting time can be quite a lot for older unmarried children. You are often better off going for citizenship and then petitioning for them.

Citizens can sponsor a far wider range of people than can legal permanent residents so it's normally a good thing to not rush into it anyway.

So it would seem that I need to get citizenship underway, but even then unless I hit the jackpot then I won't be able to do this as quickly as I would like to.

No, it is never a fast process. If you sponsor who you can now as a green card holder, then they can in turn sponsor someone else, who can sponsor someone else-you can do it slowly that way.

But each person can only sponsor one (or two) others? That will make it far slower a process than we had realised that it would do.

They can sponsor however many people that they can afford to sponsor. If they themselves are not working, they won't be able to sponsor anyone.

Green Card holder can sponsor only Spouse, Unmarried Son/Daughter of any age with preference relative. A preference relative must wait for a visa number to become available which can be several years, even more than a decade in some circumstances.
