If you are not a US Citizen you are required to inform the USCIS within 10 days of changing the address of your current address.  It is a mandatory for each legal immigrants especially if  you have a pending application or you are waiting for a notification of a decision. You need to complete FORM AR11 to notify the USCIS. http://www.immigrationdirect.com/uscis-forms/Form-AR-11-change-address.jsp

US citizens who do not have an application pending (with the USCIS) are only required legally to inform the USCIS of a change of address if they previously submitted Form I-864(Affidavif of Support) on someone else's behalf who became a permanent resident, If as a US citizen you submitted Form I-864 earlier for some one who immigrated to the US, you should file Form I-865 before thirty days of having moved.

You are required to file a failure to report & make sure it was a reasonably excusable or was not willful. Through the Department of Homeland Security  the USCIS has the authority to forgive such failures.

That means that you need to report properly and promptly, but that DHS will generally not take an action against you just because you missed a deadline or didn't know you needed to report, provided that you act in good faith and send the report once you know you have to report or realize you have missed the deadline.

You might call the USCIS customer service at 1-800-375-5283 to request that the address on your pending application/petition be changed.
