Hello, i`m an international student (F-1 Visa) been in US for about 2 years now. A few months ago my mom won a green card. She moved to US last Friday. I was wondering if I can get a green card as her son? What do i have to do in order to get one? I`m only 20 years old. I heard that if you are under 21 and one of your parents has a green card then you can get one as well.

See here. You should be able to qualify under the follow-to-join rights scheme. There's a lot of information available on this, and the process itself is simple enough.

If you are in the U.S. and have not yet filed for adjustment of status, you can file I-824 concurrently with I-485 and in that case, it does not require any supporting documentation.
If the I-824 is approved, the USCIS will notify a U.S. consulate that you are now a lawful permanent resident so that your children can apply for immigrant visas. You must then ask your children to report to the local U.S. consulate to complete the processing.

YOu are lucky there is a Follow-to-Join visa category. In short, yes you can apply for a visa.

In short, yes you can apply for a visa.
Through the follow-to-join process, you apply for an Immigrant Visa at a consulate outside the United States. Since you are already in the US, you can apply to adjust status.

I understand your mom won the green card lottery. Did she include your name in the initial application? If so, you would have been asked to apply along with her. Was there any reason why you did not apply with her?

It doesn't matter a whole lot now. There is a year after the initial action is granted to request follow to join rights, so it's easy enough to rectify an oversight, or a change of heart.

Hello,
I submitted a pettition for my brother back in 2001 (I 130). The visa was approved on July 2009, but we did not receive the approval document or got lost. My brother and his two children live with me in the states and that is the way I specified when submitted the petition. I need to request an I-824 because my nephew needs it to register for college. I am reading that the process takes from three to nine months and the cost is more than $400? In addition, the application can be denied?
Why the I-824 can be denied?
Is there any other option for my brother and family?

I think you may have misread the information. What I read says that the I-824 will not be processed if the petition or application to which it refers has been denied or not yet approved. I think you are ok to send it, since you were approved.
