How do  I know, if I'm eligible to apply for N-400? What are the factor which I must consider before I apply for Naturalization?

I guess,the most important aspect is that you should be a Lawful permanent resident .A five year stay as LPR is compulsory and if married to a US citizen,its three years of permanent residency.

You should have resided continuously as a lawful permanent resident in the USA for at least 5 years and you should not be out of US for not more than one year. You should have been physically present in USA for minimum of 30 months out of that 5 years.

If I had any emergency situation of which I was unable to stay in US for 30 month continuously., but used to fluctuate my stay, then I won't be eligible?

You need to meet the continuous residence and the physical presence requirements. Continuous residence means you have to stay for 30 months (of the 5 years as a permanent resident) in the US. In case you travel abroad you should ensure that you return to the US within 180 days. If you know you are going to be outside of the US for more than 6 months it is best you get approved a petition to maintain residence for naturalization purposes. However, I think only some persons are qualified to file this petition.:unsure:

Otherwise if you stay outside the US for more than a year, then the continuous residence that you had accumulated before you left will not count fully. Only one year will count and you will have to stay a permanent resident for another 4 years before you can once again qualify to apply.

You are eligible to apply 3 months/90 days prior to your 5 years lawful permanent resident if you didn't abandon your residence for less or more than 6 months.

BUt if your green card based on your marriage  you have to wait 3 years before you can apply for Naturalization.

So if I am applying based on my marriage to a US citizen (3 year rule), can't I apply 90 days before the end of the three year term?

If the Applicant is having a valid green card for a period of the past 5 years is more than enough to apply for a US Citizenship or Naturalization or if you marry a U.S.Citizen and stayed more than 3 years also let you to apply for the Citizenship.For this process,you should file a Form N-400 to start the Proceedings.

Here are some of the conditions to meet before you are eligible to apply for the N-400:
1. You should be 18 or older at the time the N400 is filed.
2. You should be a permanent resident in the US.
3. You should have a green card for more than 5 years.
4. If you have served the US armed forces on times of war, then you are already eligible.
